I have 2 things I do that are good home treatments for a budget. One, you can prolong the life of a pedicure by applying an extra layer of top coat every few days. Second, I make a foot soak out of bath salts and olive oil. I usually have bath salts around anyway, so I fill a basin with warm water, add the salts and about a tablespoon or two of olive oil for moisturizing. I scrub my feet with the salt to help dissove it and exfoliate my feet. My feet come out softer and smoother! I am going to check that foot scrub out for sure!
